Dubai Government Excellence Program launches ‘Excellence 24/7’

DUBAI, 28th February, 2022 – The performance of government entities in Dubai will now be constantly reviewed throughout the year as part of the newly launched “Sustainable Excellence” initiative designed to raise standards, drive efficiency and boost productivity in all sectors and departments.

Announced by the General Secretariat of The Executive Council of Dubai as part of an initiative by the Dubai Government Excellence Program, the Sustainable Excellence initiative will assess government entities based on criteria set out by the current Excellence System and Elite Model.

Previously, the performance of government entities in Dubai was reviewed every two years.

The initiative, officially launched by Abdulla Al Basti, Secretary-General of The Executive Council and Chairman of the Dubai Government Excellence Program, is aligned with the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, and the directives set by H.

Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of The Executive Council to continuously enhance the level of excellence and leadership in all government entities in Dubai.

Al Basti said the world is evolving at a rapid pace, which requires focused attention and dedicated capabilities in order to adapt to new ways of working.

“Improving government work is a mission we all share.

Through the implementation and rollout of strategic plans that will respond to future needs, we will continue to consolidate Dubai’s position as the world’s leading city.

He stressed that the Sustainable Excellence initiative is designed to enhance the concept of continuous improvement, consolidate the values of leadership and raise competitiveness to achieve the highest standards of excellence and quality by government entities.

Dr Hazza Al Nuaimi, Coordinator General Dubai’s Government Excellence Program, said: “The Sustainable Excellence initiative places additional focus on the development of government excellence, based on performance.

Excellence, innovation and leadership have become a part of our everyday work environment and are no longer additional tasks that require extra effort, time and investment.

“This initiative focuses on the realisation of key tasks and government priorities, by focusing on a specific number of indicators that will result in the desired impact.

The continuous measurement of excellence will highlight the effectiveness of our performance and will steer us away from seasonal evaluation and the reliance on external measurements and technology.

It also plays a key part in reducing any burden on government entities when preparing for their evaluation and ensures that they are provided with the right recommendations and periodic reports to continuously improve their performance, rather than simply focusing on awards.

The Sustainable Excellence initiative has been conceptualised based on four main pillars:
First pillar involves reviewing and updating performance indicators to become more integrated, developed and aligned with the emirate’s priorities.

This will enhance excellence across all government entities and ensure Dubai’s readiness for the future.

This is in cooperation with Strategy Management & Governance sector and Dubai Model Center in The Executive Council and other central Government entities participating in the government excellence system including Dubai Digital Authority, Financial Audit Authority, Department of Finance, Dubai Government Human Resources Department, Dubai Government Legal affairs department and Supreme legislations Committee
The second pillar is based on international standards and competitiveness.

It will focus on reviewing and updating specialised key performance indicators measured to ensure that the impact of a government entity is measured more effectively and in accordance with its main functions.

This is in cooperation with Government entities, the international Subject Matter Experts, and Strategy Management & Governance sector in the Executive Council.

Third pillar includes providing multiple external inputs for continuous evaluation, such as the results of mystery shopper studies, customer and employee happiness surveys or innovation readiness studies, in addition to the results of the leadership partners initiative and central performance indicators.

The fourth focuses on remote assessment by Subject Matter Experts who will study the assessment inputs from first, second and third pillars without the need to carry out field visits.
