A Kansas City Police Department detective and three others face life in prison after being accused by a federal grand jury for conspiring to imprison young women in involuntary sexual slavery, among other offenses.
Monday’s revelation of the grand jury indictment by the Department of Justice alleges that former detective Roger Golubski, Cecil Brooks, LeMark Roberson, and Richard Robinson were all involved in the illegal acts that occurred between 1996 and 1998. Brooks allegedly furnished a Kansas City apartment complex where young ladies were detained.
Brooks, Roberson, and Robinson are each accused of using physical violence, sexual assault, and threats to coerce young women into providing sexual services to males.
The 69-year-old detective Golubski allegedly received money from Brooks, offered law enforcement protection, and brutally raped an unidentified young woman.

All four males are accused with conspiring to hold the ladies in sexual servitude against their will. The second count accuses Brooks, Robinson, and Roberson of detaining a young woman in involuntary servitude and compelling her to supply Roberson with sexual services. The third count alleges that Brooks, Roberson, and Golubski held a different young woman in involuntary servitude and compelled her to perform sexual services to adult men, including the three defendants.
If convicted, each of the four men faces a potential sentence of life in jail.
Golubski, the detective, was previously charged with human rights crimes for allegedly committing serious sexual assaults under the guise of law between 1998 and 2001. According to a September announcement of the accusation against him, he risks a maximum of life in prison if convicted of these counts. Golubski has entered a not-guilty plea in response to these accusations.
Golubski, who resigned from the Kansas City Police Department in 2010, was linked to Lamonte McIntyre’s 1994 unlawful detention. When he was arrested, McIntyre was 17 years old.
McIntryre’s mother stated in an affidavit that Golubski coerced her into sexual actions and harassed her prior to her son’s conviction on the basis of “conflicting and coercive testimony” and the absence of physical evidence. McIntyre was exonerated and released from prison in October 2017 after having served 23 years in prison. In this case, Golubski has denied any misconduct.
