Speaking at the UK Covid-19 Inquiry, Gove claimed that EU exit preparations served as valuable groundwork for any future crisis, refuting the notion that shifting staff to Brexit work hindered pandemic planning.

Gove credited the skills acquired and refined during EU exit preparation for bolstering the country’s crisis management capabilities.

He noted that few, if any, western nations had anticipated the specific nature of the pandemic. However, he stated that once the scale of the pandemic became evident in spring 2020, the Cabinet Office quickly adapted its response to the crisis.
