Vladimir Putin, the president of Russia, stated in his address to the Federal Assembly that Russia will move the danger further away from its boundaries the more potent long-range weapons systems Ukraine gets from the West.
On February 21, 2023, Russian President Putin addressed senators and representatives in Gostiny Dvor, along with clerics, celebrities, and members of the special military mission in Ukraine. There was no invitation for foreign media.
In April 2021, Putin gave his prior speech to the Federal Assembly. The Kremlin then cited his busy schedule as the reason he was unable to make the address before the Parliament in 2022.
Putin did not give his yearly speech in 2017 either; instead, he spoke to the legislature on March 1, 2018, just before the election.
