Mental Health Hospital for Teens in Wales Closed Immediately After Inspection
Hillview mental health hospital, located in Ebbw Vale, Wales, and specializing in adolescent care, has been shut down with immediate effect due to a range of concerns uncovered during an unannounced inspection by Healthcare Inspectorate Wales (HIW).
The suspension of services at the hospital came as a result of significant issues that were negatively impacting the patients’ wellbeing, as outlined in a report released by HIW on August 10.
Registration Suspended Following Inspection
The registration of Hillview mental health hospital was suspended by HIW, following a series of inspections that highlighted the severity and number of identified issues.
The hospital, which had the capacity to accommodate up to 21 beds for females aged 13 to 18 detained under the Mental Health Act 1983, was attended by four patients at the time of inspection.
Issues Uncovered During Inspection
Among the concerns raised by inspectors were the lack of detailed recording of restraints carried out on patients, as well as inadequate opportunities for patients to access fresh air outdoors.
The inspection took place over two days in May 2023 and followed prior inspections in November 2021 and August 2022.
The report noted some improvements, such as better safeguarding, handling of complaints, patient care plans, collaborative staff efforts, and respectful treatment of patients.
Closure and Transition
In September 2022, Hillview Hospital was acquired by Elysium Healthcare, which owns other healthcare facilities registered with HIW.
Despite progress against previous inspection findings, Elysium Healthcare announced the hospital’s closure in January 2023.
This decision was made due to challenges in finding suitable placements for the remaining patients.
Immediate efforts were made to secure alternative placements for all patients by March 30, 2023, as a result of which the hospital has now closed.
Identified Areas for Improvement
Inspectors highlighted areas in need of improvement, including the maintenance of the garden path, fire risk assessment plans, and staff training in immediate life support.
An urgent notice of decision was served to suspend the hospital’s registration, ultimately leading to its closure.
Healthcare Inspectorate Wales’ Response
Alun Jones, Chief Executive of Healthcare Inspectorate Wales, expressed disappointment at the regulatory compliance failures identified during the inspection.
He emphasized that the extent and severity of the patient safety issues were concerning, leading HIW to promptly suspend the setting.
Despite the hospital’s closure, ongoing engagement with Elysium Healthcare is planned to address their future plans.
