Widespread Torture and Killing of Civilians in Russian-Occupied Regions Amounts to War Crimes, Says UN Report

A report from a UN-backed inquiry released on Thursday states that Russian attacks against civilians in Ukraine amount to war crimes and possibly crimes against humanity.

The report highlights the systematic and widespread torture and killing of civilians in occupied regions.

This condemnation of a member of the UN Security Council is highly unusual.

The report also points to potential crimes against humanity, citing repeated attacks targeting Ukrainian infrastructure, which left hundreds of thousands without heat and electricity during the coldest months.

The use of torture is also widespread across multiple regions under Russian occupation, according to the report.

The Independent International Commission of Inquiry on Ukraine concludes that Russian authorities have committed numerous violations of international humanitarian law and violations of international human rights law.

In addition, the report cites a wide range of war crimes, including excessive incidental death, injury, or damage, wilful killings, torture, inhuman treatment, unlawful confinement, rape, as well as unlawful transfers and deportations.
